JAPAN, U.S., INDIA HOLD JOINT MILITARY DRILL
3.ARTICLE SUMMARY POINTS- Japan's Maritime Self-Defense Force and U.S. and Indian navies held a joint maritime drill on Monday in the Pacific Ocean off central Japan's Boso Peninsula. Four destroyers from Japan's Marine Self-Defense Force, two destroyers and one depot ship from the Indian Navy, and two Aegis-equipped destroyers from the U.S. Navy took part in the six-hour exercise, which included basic drills of communicating among each other through radio transmissions and flag signaling, Kyodo News reported. It was the first joint military exercise among Japan, the United States and India. Japanese Vice Foreign Minister Shotaro Yachi was quoted as telling a news conference that the "goodwill exercise" was aimed at fostering trust among the three nations' forces and was "not directed at any third country." The three countries also intended to strengthen counter-terrorism cooperation through the drills, Japanese foreign ministry officials said.

ZACCARDELLI TO TESTIFY ON RCMP PENSION SCANDAL
6.ARTICLE SUMMARY POINTS-Former RCMP commissioner Giuliano Zaccardelli is expected to testify Monday afternoon before a parliamentary committee investigating allegations of corruption surrounding the force's pension and insurance plans.The Liberal committee member said one matter he will be asking Zaccardelli to explain is why no one was "sanctioned, disciplined or charged" after several officers came forward alleging fraud and abuse involving the Mounties' pension and insurance plans in 2002."The second issue is the whole issue of … how [the officers alleging fraud] were treated in some cases," Murphy said. "Their careers suffered and in one case, one lady — her job was zapped — she left the force."Zaccardelli, who resigned in December after admitting he gave incorrect testimony to another parliamentary committee involving the Maher Arar affair, is to appear before the Commons public accounts committee at 3:30 p.m. ET in Ottawa.Liberal MP Borys Wrzesnewskyj, who also sits on the committee, said he was interested to hear from Zaccardelli Monday, "because during [the March 28th] testimonies, the RCMP officers connected the dots right to Mr. Zaccardelli."Last month, the committee learned that a criminal investigation into the pension allegations was launched, then cancelled, by Zaccardelli, who subsequently ordered an internal audit.The findings got the attention of Auditor General Sheila Fraser, who launched her own investigation and found millions of dollars in inappropriate charges to the pension and insurance plans.The officers have told the committee they felt stonewalled by more than one senior executive when they tried to raise the issues with the leadership.A former Mountie alleged his queries had been blocked by Zaccardelli."I was met with inaction, delays, roadblocks, obstruction and lies," Ron Lewis told the committee, alleging "the person who orchestrated most of this coverup was commissioner Zaccardelli."The committee will also hear Monday from Jim Ewanovich, head of the RCMP's human resources unit at the time. CLEVELAND TO BUY 80 SURVEILLANCE CAMERAS

Richard Raymond, D-Laredo, who has introduced legislation to take the database away from the governor, called it "invasive.""The public's apprehensive about a political office with the ability to access so much information ... about millions of people."The Texas Data Exchange database, TDEx, was developed after 9/11 and Perry established an Office of Homeland Security.The database has information ranging from intelligence on potential terrorists to standard criminal convictions to drug investigations to speeding tickets and red-light violations."In an ideal world, what you want is a Google search for law enforcement data ... that is only used by law enforcement personnel," Steve McCraw, director of Perry's homeland security office, explained in an interview.TDEx is also poised for a major expansion by the end of May, when it also will start tapping into national records from the FBI, the Drug Enforcement Administration, the Bureau of Prison Management, and the Bureau of Alcohol, Tobacco and Firearms, McCraw said.Critics note that the governor's homeland security office is not a law enforcement agency and question its authority to access law enforcement data under federal law. NEW LAWS OF ROBOTICS PROPOSED FOR US KILL-BOTS

The ideas were floated by John S Canning, an engineer at the Naval Surface Warfare Centre, Dahlgren Division – an American weapons-research and test establishment. Mr Canning's “Concept of Operations for Armed Autonomous Systems” presentation can be downloaded here (pdf).Canning proposes that robot warriors should be allowed to mix it up among themselves freely, autonomously deciding to blast enemy weapon systems. Many enemy “systems” would, of course, be themselves robots, so it's clear that machine-on-machine violence isn't a problem. The difficulty comes when the automatic battlers need to target humans. In such cases Mr Canning says that permission from a human operator should be sought.“Let machines target other machines,” he writes, “and let men target men.”The concept document makes the point that various kinds of automated death-tech have been allowed to destroy machinery or even people for years. He cites anti-shipping missiles which are sometimes sent off over the horizon and told to look around for a target. Other examples include automatic air-defence systems such as Phalanx or Aegis which blast anything which comes at them too fast, or the “Captor” seabed system which torpedoes passing submarines but leaves surface ships alone.It isn't really made clear how the ask-permission-to-kill-meatsacks rule could really be applied in these cases. Doppler radar is going to have trouble distinguishing between attacking manned jets and incoming missiles, for instance. Thus in many situations, we could target the individual holding the gun and/or the gun and legally there's no difference.”Which seems to suggest that a robot could decide, under Mr Canning's rules, to target a weapon system such as an AK47 for destruction on its own initiative, requiring no permission from a human. If the person holding it was thereby killed, that would be collateral damage and the killer droid would be in the clear. Effectively the robot is allowed to disarm enemies by prying their guns from their cold dead hands.
